About SALTO PI

SALTO Participation and Information (SALTO PI) is a European Resource Centre dedicated to supporting the stakeholders of the Erasmus+ and European Solidarity Corps (ESC) on how to utilise these Programmes as tools for promoting meaningful participation in democratic life.

Our main responsibilities are:

  • Providing information, resources and inspiration that support a shared understanding of democratic participation and the recognition of Erasmus+ and ESC programmes as tools to promote it among its stakeholders.
  • Supporting National Agencies in developing systemic and high-quality approaches to participation in their own work, by providing them with capacity-building events, training materials and peer learning networks;
  • Contributing to the quality implementation, monitoring, evaluation, and communication of democratic participation in Erasmus+ and ESC through strategic work.

Our target groups are Erasmus+ and ESC National Agencies, organisations and practitioners in Youth, School Education, VET, Adult Education and Higher Education, and young people and learners of all ages.

We are hosted by the Erasmus+ and European Solidarity Corps Agency in Estonian Education and Youth Board (Harno). Harno implements developments in the fields of education and youth and has the ambition of being the best employer in order to become the best state institution. SALTO PI’s work is mandated by the European Commission.

About the role

Resource and Research Coordinator drives SALTO PI’s resource production, knowledge monitoring, and content management efforts. The role ensures effective project management of monitoring initiatives, develops high-quality content, and translates insights into accessible, engaging resources.
The role entails:

  • Project management for research & knowledge initiatives – Plan, commission, and coordinate the development of evidence-based resources (such as reports, presentations, publications and practical tools in user-friendly formats). This entails carrying out a project from planning to closing, including working with the external expert(s) responsible for the content, ensuring alignment with participatory research principles and processes, and carrying out administrative and practical tasks (such as creating calls and selecting service providers or co-creating the communication plan, ordering graphic design).
  • Knowledge creation & management – Keep the knowledge base updated (e.g. by identifying emerging trends or revising relevant studies) to equip SALTO PI to make decisions and provide expert input based on evidence.
  • Information exchange and collaboration with Higher Education sector within Erasmus+ – get and remain informed about the current and potential work of the sector on “participation in democratic life” in Erasmus+ (i.e. readings, collaborating or attending events with/for Higher Education institutions and NA and/or European Commission staff working with it)
  • Attendance and support to events such as research, training, networking and partnership-building seminars.

Examples of projects to be led by Knowledge and research coordinator:

  • Content management and development of Participation Resource Pool – Develop and curate the content (tools, research findings and inspirational practices) of SALTO PI’s knowledge hub (participationpool.eu) according to current trends, needs and identified gaps of knowledge. Includes tasks such as selecting resources to be uploaded (from external submissions, suggestions and desk research); commissioning the production of new resources; ensure regular uploads of new content; coordinating regular reviews of existing content for relevance, functionality, accessibility and diversity; engaging target groups in decision-making.
  • Flagship Projects collection – Publish new inspiring examples of E+ and ESC projects on participation.
  • National Agencies’ Good practices – Coordinate collection of NA practices and events that represent a high-quality implementation of the participation priority.
  • New toolkits – Coordinate the development of educational, practical and reflective tools for Youth and Education&Training field.
  • Annual participation priority monitoring report

Profile of the candidate

We are looking for candidates who meet the following requirements (please note relevant volunteering experience is considered equal to other professional experience):

  • Have a minimum of 3 years of experience in international project or programme management related to European programmes, civic initiatives or research-informed knowledge creation and dissemination.
  • Strong content development or knowledge curation background—such as commissioning reports, toolkits, or learning resources.
  • Have experience with formal and/or non-formal educational fields.
  • Have a solid understanding of EU education and youth policy, knowledge of democratic participation, civic engagement and/or related topics. Further formal and non-formal training in the topics is valued.
  • Have a higher education degree, preferably in social sciences.
  • Fluency in English, both oral and written (C2 required, no specific certificate needed). Good command of Estonian is an advantage but not required.
  • Proven track record of successfully planning and delivering research and content development processes.
  • Sufficient digital skills to oversee work and provide feedback using digital platforms and tools (WordPress, SharedPoint, Microsoft Teams, Canva, and others)
  • Personal alignment with the mission of SALTO PI, including an understanding and interest for working with: democratic participation and civic engagement; participatory methods and processes.
  • Openness and proactivity to using and sharing knowledge to reflect, learn and improve in order to ensure high-quality work.
  • Ability and eagerness to work both autonomously and together with team members and/or external actors from different backgrounds;
  • Capacity to meet deadlines and goals by adequately self-managing workload, risks and opportunities, allocating time and resources, monitoring and adjusting plans, and requesting support in a timely manner.
  • At ease with working within existing strategic frameworks, administrative procedures and budget, as a professional is flexible and solution oriented.

Ideally, our future team member is familiar with our fields of work and stakeholders, so we consider it an asset if you have experience in working (including volunteering) with:

  • The Erasmus+ and/or European Solidarity Corps programmes

One or more of the audiences of SALTO PI

  • Higher Education
  • One or more of the remaining educational fields of the Programmes: Youth (work), Vocational Education and Training, School Education and/or Adult Education.

The offer

For this position, we are offering a permanent full-time contract (40 hours per week), starting as soon as possible. The gross monthly salary for this position is €2,900 (onboarding period salary €2,700) plus other benefits to employees, such as:

We are a team of 6 active professionals, looking for a 7th member to complete our set of competencies. We’re a vision-driven team that values co-creation, supports each other’s growth, and builds meaningful work together.

This position is based in Tallinn, Estonia and candidates should live in the surrounding area or be prepared to relocate. For good work-life balance, there is a possibility of combining in-person work and home office, and short temporary periods of fully remote work depending on the work needs and predetermined conditions.

SALTO PI is the only unit within Harno using English for all its work and communication, all other departments and units operate primarily in Estonian. Non-Estonian speaking team members need to be flexible and adapt, for example, by using translation tools to navigate institutional infosystems and process documents in Estonian. There is the possibility take Estonian language classes (paid by SALTO PI).

The onboarding period is up to four months, in which you will count on the continuous support of all team members and a mentor for direct support.

The position entails the regular possibility of international work missions for sharing and learning with a wide range of European stakeholders, partners, and experts.

Employees are offered 35 days of leave plus 3 paid health days per year. Given the flexible and dynamic nature of our work, there may be times when tasks need to be completed outside of regular working hours or require international travel. In such cases, any overtime incurred will be compensated with equivalent time off.
