Youth Participation Monitoring Report 2024

Year of production: 2026

Youth participation is about individual young people and groups of young people having the right, the means, the space, the opportunity and, where necessary, the support to freely express their views, contribute to and influence societal decision-making on matters affecting them, and be active within the democratic and civic life of our communities (Youth Participation Strategy).

Youth Participation Strategy is a strategic planning document for enhancing youth participation in democratic life through the Erasmus+ and European Solidarity Corps programmes.
It was developed by SALTO Participation & Information Resource Centre (SALTO PI) in 2020 following a consultation process that involved the input of the European Commission, National Agencies, decision-makers, experts, and practitioners in the field.

Youth Participation Strategy Steering group (2024-2025) is
supporting the monitoring, implementation, and evaluation of the Youth Participation Strategy, advising on the activities related to the implementation of it, as well as advocating for and promoting meaningful youth participation in democratic life in Erasmus+ and Euro
pean Solidarity Corps.

Together, the Youth Participation Strategy and its Steering Group form a coordinated effort to move youth participation from principle to practice within Erasmus+ and the European Solidarity Corps. While the Strategy lays out the vision and framework, the Steering Group ensures that vision stays alive — guiding implementation, tracking progress, and championing meaningful youth participation across democratic and civic life. Together, they represent a shared commitment: that young people aren’t just consulted on the decisions that affect them, but are active, empowered participants in shaping them.
