eParticipation – Electronic Participation of Citizens and the Business Community in eGovernment

This study presents the current status and prospects of electronic participation in Germany and recommends actions, projects and measures for the German government’s eGovernment 2.0 programme.
eParticipation is defined as the participation of individuals and legal entities (including groups thereof) in political and administrative decision-making processes by means of information and communication technology ( ICT).
The study addresses participation offerings with an administrative and political background as well as activities originating from citizens, non-governmental organizations (NGOs) and the business community.
