What is a Recommendation? The Committee of Ministers is the main decision making body of the Council of Europe. The Committee of Ministers elaborates recommendations for the member states of the Council of Europe on matters that concern human rights, democracy or the rule of law. A recommendation is not binding to the member states; however, it provides a policy framework and proposals that governments can implement on the national level. (Council of Europe, 2020) This Council of Europe Recommendation is on the participation of children and young people under the age of 18.
