The 2010 edition of Hear by Right is a framework for assessing the standard of participation within an organisation such as a municipality. Their core principles are: that children and young people have a right to be involved in the decisions that affect them; their participation is essential to improve services and respond to their needs; and that the shared aim of this participation should be change.
