This toolkit is produced for the Council of Europe’s Division of Elections and Civil Society (DG Democracy) in support of their role to provide advice and technical assistance to the member states on various aspects of elections, such as the capacity building of electoral stakeholders and the raising of voter awareness.

It is designed to enable Electoral Management Bodies (EMBs) to develop strategic approaches to raising awareness of electoral processes and building electoral knowledge amongst young people as potential first-time voters. However, it may be relevant to other bodies who are interested in this such as Ministries and Agencies responsible for youth policy and other state and non-state actors.

The toolkit builds directly the Council of Europe’s URSO paradigm and toolkit for strategic planning and prioritisation of electoral cooperation DG Democracy & ISIG (2019). It is particularly intended for practitioners who have already begun using the Council of Europe’s ECA assessment within this toolkit and identified awareness raising measures amongst youth as a strategic priority.

It should also be noted the Council of Europe’s aim to enable ‘young people across Europe to actively uphold, defend, promote and benefit from the Council of Europe’s core values of human rights, democracy and the rule of law’ as demonstrated through the Council of Europe Youth Sector’s Strategy 2030 which has a commitment to ‘revitalising pluralist democracy’ and ‘enabling young people’s access to rights’.

Dr. Dan Moxon

​Dan is researcher and practitioner specialising in inclusive youth participation with over 20 years experience working with children and young people in the voluntary, public, for-profit and academic sectors. His research focuses on how children and young people's participation can influence policy, as well and the development of participatory structures and processes. Originally a youth worker at local and regional level in the North West of England, he now works throughout Europe and beyond supporting a variety of organisations, to develop their approach to youth participation. In 2017 he was invited to re-develop the consultation process behind the EU’s Youth Dialogue. This engages nearly 50,000 young people from across the EU, and was instrumental in developing the new European Youth Goals. In 2020, his advice paper to the Ukrainian Government led to a revision of a draft law which enabled under 18s to participate in local civic processes.

Corina Pirvulescu

    Corina Pirvulescu has over 12 years of experience in youth-related programmes and policies, in Romania, the USA and at European level. She has focused on youth participation in decision-making processes and electoral engagement. Corina has been part of the youth movement and youth sector, starting as a youth representative and continuing as a professional, advising public institutions, consulting for different international organisations and co-authoring various publications on youth participation.

    Meelika Hirmo

    Meelika Hirmo is a Communications expert who is currently working at Citizen OS promoting digital participation worldwide. The topics of democratic participation, environment, media and information literacy and culture are very close to her heart. She has campaigned for lowering the voting age in Estonia, coordinated international events, led the communication of the international civic movement World Cleanup Day, and is eager to put her skills into practice to create a positive social change.
